About the UPTD:
The Umpqua Public Transportation District serves communities of Roseburg and Winston, Dillard, Sutherlin, Oakland, Myrtle Creek, Tri-City, Riddle, and Canyonville with hourly service to and from Roseburg, OR as well as Paratransit and Dial-A-Ride services.
Position Summary:
The Compliance Manager oversees and enforces regulatory compliance across all aspects of the district’s operations, ensuring adherence to federal, state, and local regulations. This role is essential in maintaining safe, efficient, and legally compliant services for our rural community. The Compliance Manager will work closely with management, operations, and field staff to develop and enforce compliance policies, provide regular audits, and ensure consistent quality and safety standards.

- Auditing & Monitoring
· Conduct compliance oversight on subordinate districts including routine and unannounced compliance audits across all aspects of district operations, including vehicle maintenance, driver qualifications, safety protocols, and service quality.
· Investigate compliance breaches and safety incidents, document findings, and work with relevant departments and agencies to implement corrective actions.
· Prepare and present detailed audit reports to senior management, including recommendations for risk mitigation and improvements.

Qualifications:
- Bachelor’s degree in public administration, transportation management, regulatory compliance, or a related field (Master’s degree preferred).
- Minimum of 3-5 years of experience in compliance, regulatory affairs, or a related field, ideally within transportation, logistics, or public transit.
- Knowledge of relevant regulations, including ADA, DOT, FMCSA, OSHA, and state transportation laws.
- Strong organizational and analytical skills, with a high attention to detail and a commitment to accuracy.
- Excellent communication skills, with the ability to train staff and convey complex regulations in understandable terms.
- Ability to work independently and collaboratively across departments in a fast-paced environment.
Preferred Qualifications:
- Certification in regulatory compliance, transportation safety, or a related field (e.g., CCEP, TSI Transit Safety and Security Program).
- Experience working in a rural or public transportation setting.
- Familiarity with transportation technology, data management, and compliance reporting software.
Working Conditions:
- Regularly travel to district locations and field sites to conduct audits and inspections.
- May require evening or weekend work to complete audits or handle urgent compliance issues.
